No. You only need to sign up if you want to receive email notification when meeting materials are available.

No. You can view the agenda and meeting packet without downloading.
Just click on the meeting you're interested in (but not on the download arrow). If the agenda is ready, it will appear on the screen. Select any item in the agenda packet to view.
To download any item, click on the download arrow. You'll be able to download a PDF. On some devices, you will be given the choice of a PDF or text download.
