Administration

Administration, which operates from the Town Hall located at 2 Bridge Road, includes the Town Manager, Deputy Town Manager/Finance Director, Town Clerk, Executive Secretary, and Accounting staff who perform the management and support services necessary for the Town’s daily operating activities. Among their responsibilities are liaison with the Town’s elected and appointed officials, other government officials and representatives, and other Town staff. They administer and ensure compliance with Town ordinances, policies and regulations; respond to calls and correspondence; maintain the Town’s financial, legal, and governmental activities; and provide information and respond to the requests of the Town’s residents and the general public.

Town Manager

  • Responsible for the administrative management and coordination of all Town departments (Administration, Building, Public Safety, and Public Works), the South Martin Regional Utility (SMRU) and the Beach Protection District.
  • Responsible for the implementation and enforcement of all Town laws, regulations, ordinances and policies.
  • Provides liaison and coordination with the Mayor and Town Commission, Town Boards and Committees, and the residents regarding Town business and matters of importance to the Town of Jupiter Island.
  • Liaisons with federal, state and local governments and other agencies on Town matters and matters of mutual interest.

Michael A. Ventura

Deputy Town Manager/Finance Director

  • Assists the Town Manager in the management, administration and coordination of the Town government and Town departments.
  • Responsible for administering the Town and SMRU accounting and finance operations and functions; preparation and review of annual budgets; and oversight of outside contracts.
  • Responsible for the investment and cash management of Town funds.
  • Oversees financial reporting requirements, including management reports and audits.

Gwen Carlisle

Town Clerk/Human Resources Director

  • Provides administrative support to the Town Manager, attends meetings of the Town Commission, Boards and Committees, and produces official minutes of those meetings
  • Acts as the Town’s Human Resources Officer, including administration of employees’ health, dental, life and disability insurance, as well as the pension programs
  • Responsible for all Town records, including attesting to all contracts and official documents, recording documents with Martin County, and retaining records in accordance with the Florida State Statutes

Kimberly Kogos

Executive Secretary

  • Assists the Town Manager, Deputy Town Manager, and the Town’s elected and appointed officials with all administrative and communication responsibilities.  Serves as the Town Manager’s coordinating representative to municipal, county and state agencies, intergovernmental associations and other public or private sector entities.
  • Assists the Building Department’s Administrative Assistant with application intake, permit processing, inspection scheduling, contractor registration, and board mailings.
  • Performs public relations functions and coordinates with non-Town groups, Town residents and members of the public.  Provides office management for the Town administrative offices and offers assistance to various divisions of the municipal operation as needed.
